One of a series of profiles of Jefferson County town justices written by David C. Shampine of The Times' staff is presented.
Chester A. Paul, in his 26th year as a justice in the Town of Pamelia, is one of the busiest "JPs" in Jefferson County, often being awakened in the middle of the night for the arraignment of a drunken driver or accused felon.
"I don't mind doing it — it's part of the job," he maintains.
"Summertime is the busiest — the road conditions are good and people are traveling more; it drops off in the fall, and picks up in the spring," he said.
Justice Paul, who "will have seen 76 winters when the snow melts," was born near Evans Mills, and lived near Pamelia Four Corner's following his marriage to the former Miss Margaret Debus of Lyons on Sept. 22, 1927. He now resides on the Pearl Street Road.
He started farming, "and survived the depression," and operated threshing machines for nearby farmers. He also did his share of electrical and carpentry work, and finally worked for his son-in-law at Whitney Sales and Service, Adams, for 10 years, retiring in 1965,
Justice and Mrs. Paul boast of three children, residents of Adams, Glen Park, and California, 10 grandchildren, and a greatgrandchild.
As a JP, Mr. Paul has performed 448 marriages, as of mid-January, and he is proud of repairing several broken marriages.
"I have my own opinions" about a state commission proposal to eliminate the town justice system in favor of district courts, he said.
"I can't conceive how they will operate district courts in these north counties; it will cost the taxpayers a lot more money," he asserted.
Among other things, he saw, "they will need bigger office forces, while the town justices handle their own office work."
He opined that "if they change the court system they'r going to let our police forces down in their work. He wondered. "If police catch a drunken driver at night, what are they going to do with him?"
Justice Paul said Nassau County operates with district courts, "and from what I've heard the backlogs are much greater there than before;
The justice courts, he said, are handier because of their location and availability, whereas district courts will work according to schedule hours.

- Newspaper Article (The Pelham Sun, NY, Friday, July 14, 1939)
A "kidnap scare'' had Pelham Manor police scouring the village Tuesday afternoon for a "band of Gypsies" who, it was feared, had snatched John Dworschak, 4, son of Village Engineer and Mrs. Julian Dworschak of No. 1073 Washington avenue, Pelham Manor, but in fifteen minutes the whole thing was cleared up and the boy safely returned
to his parents.
It all started when George Hopkins of No. 35 Windsor Place, Pelham Manor came to police headquarters and reported that a "band of Gypsies in a dark sedan" had hailed his uncle, Sam Hopkins, of the same address, near his home. When Mr. Hopkins approached the car, he told his nephew, the Gypsies "frisked" him and tried to drag him into the car. Mr. Hopkins said he broke away from their grasp and ran to his home."
Five minutes later, after police had learned that the "gypsy" car had been teen in the vicinity of Clay avenue, Mrs. Dworschak called and reported that her son was missing. Pelham Manor police immediately sent out a teletype and general radio alarm for the mysterious car. The kidnap scare ended, however, when about 10 minutes later, Sergeant Michael Spillane located the Dworschak boy on the corner of Clay avenue and Monroe street. The lad had not seen the
Gypsies.
An hour later, police of the 48th Precinct, the Bronx, notified the Pelham Manor department that a "band of Gypsies" had been halted in the Bronx. Chief James McCaffrey, Lieutenant Fowler and Mr. Hopkins drove to the Bronx station house, but Mr. Hopkins was unable to identify the Gypsies as the ones who halted him.
Chief McCaffrey believed that the Gypsies, who travel in large numbers in the Bronx, were going about reading palms for silver. He believes that they were trying to encourage Mr. Hopkins into having his palm read.
