   Services for Wesley V. Frawley, 59, of 207 Bellewood Drive, North Syracuse, who died yesterday at the veterans Administration Hospital after a long illness, will be at 8:30 PM today at the Sears-Middleton Funeral Home, North Syracuse. Calling hours are 7 to 8:30 PM today. Another funeral services will be Thursday at the Luff-Bowen Funeral Home in Waverly, Tenn. Calling hours will be on Wednesday there.
   Mr. Frawley was a railroad engineer for more than 36 years, and recently employed by ConRail. He was a member of the Brotherhood of Railway Engineers and of the Wetzel Road Church of Christ. He was born in Clay and lived in the area all his life. He served in the Army in World War II. Mr. Frawley is survived by his wife, Mrs. Nellie Stricklin Frawley; his mother, Mrs. Cora Frawley; a sister, Mrs. Zelma Hess, and a brother, Norman Frawley, all of Clay. Contributions may be made to the benevolent fund of Wetzel Road Church of Christ."
