Wayne Barber, 64, of Parish, died Tuesday at his home. He was born in Williamstown, the son of the late Esther and William Barber. He was a four-year Army veteran. He was employed by the Oswego County Highway Dept. and the Town of Albion Highway Dept. He was a self-employed truck driver and logger. Surviving: two sons, Andrew (Bobbie Jo) of Parish and Jason (Sandi) of Lake Wales, Florida; three brothers, Ellsworth of Sandy Creek, Ellwyn of Altmar and Wendell of Anderson, Missouri; several nieces and nephews. Wayne was very excited about the arrival of a new grandchild

Mr. Barber attended the Altmar - Parish Wuiiamstown Central School and is a graduate of the Army Education Center, Gelnhausen, Germany. He served 3 years with the U.S, Army and is now employed by the New York State Thruway Authority.
A July wedding is planned.

Larry A. Phillips, age 63, life resident of Pulaski passed away Friday at Oswego Hospital.
Larry was born March 26, 1952 in Utica, the son of John and Ione Spicer Phillips. He graduated from Pulaski High School in 1971 and served in the United States Army from 1971 until 1974. Larry was employed by the Town of Richland Highway Department for 25 years, retiring in 2005. He was a formerly employed by the Pulaski Police Department as a police officer, and the Pulaski DPW. Larry was a member and past president of the Ringgold Fire Department and a member of the Robert Edwards Post #358 American Legion in Pulaski.
Surviving are his wife, Deborah Phillips, one son, Christopher (Joy) Phillips of Arizona, one daughter, Teresa (Rob) Powell of Arizona, one stepson, Randolph Hill of Pulaski, two step-daughters, Shannon (Bill) Champion of Massachusetts and Stacey Phillips of Pulaski, and one brother, Ronald (Christa) Phillips of Pulaski and eight grandchildren. Funeral Services will be held 6 p.m. Tuesday, February 16, at the Foster-Hax Funeral Home, 52 Park Street, Pulaski with a spring burial in South Richland Cemetery in Fernwood. Calling hours will be held from 4 to 6 p.m. prior to the funeral. Donations may be made to the Ringgold Fire Department, 12, Lake Street, Pulaski, NY 13142.

Dale M. Phillips, 71, passed away Tuesday, October 29, 2013 at his home under the care of his family and Hospice of St. Lawrence Valley.
Funeral services are private with the Green Funeral Home, Gouverneur.
Dale was born in Utica on March 11, 1942, the son of Milton and Arla Spicer Phillips.
Dale worked several years as a farmer and landscaper throughout the country and settled in Newton Falls a few years ago. He enjoyed being outdoors gardening, landscaping, and working on the farm. Most of all, he enjoyed time with family, especially his grandchildren and great grandchildren.
He married Pauline Donahue on July 1, 1967 in Pulaski. Pauline passed away May 17, 2011.
Dale is survived by his four children Susie and Mike MacMillan of Newton Falls, Sherry Phillips of Syracuse, James and Melissa Phillips of Gouverneur, Larry and Maria Phillips of California, 11 grandchildren, and 5 great grandchildren. He is also survived by two brothers George and Delores Phillips of Parish, Gary Phillips of Pulaski, nieces and nephews. Dale is predeceased by his wife Pauline, a daughter Michelle "Mikki" Phillips, a grandson Reggie Phillips, a brother David Phillips, and his parents.

Pauline M. Phillips, 61, of Pulaski, died Tuesday at the SUNY Health Science Center, Syracuse, NY. She was a member of the Sandy Creek, Pulaski, Orwell, Parish Senior Citizens. Surviving: two daughters, Susan MacMillan, Star Lake, Sherry Phillips, Syracuse; two sons, James Phillips, Governeur, Larry Phillips, California; several grandchildren; one sister, Celine Schuder, Pulaski; and three brothers, Corneilus Donahue, Hannibal, George Donahue, Parish and Phil Donahue, Florida. She was predeceased by one daughter, Michelle Zorilla. Funeral services will be at a time to be announced. Burial will be in Pleasant Lawn Cemetery.

ILION — Ilion Police said yesterday that Michael Quinn. 17, set a fire that caused his death Tuesday night in his East Main Street apartment. They said he had been taken to Mohawk Valley General Hospital earlier Tuesday because of an apparent drug overdose, but walked out of the hospital several hours later and returned home .
Police said they took Quinn to the hospital at 1:55 p.m. and although the youth was not offically discharged, a physician notified his mother, Mrs. Doris Quinn, that her son had left the hospital.
Police Chief Lloyd Wadsworth said he and Sgt. George Treen were called to the Quinn apartment at 224 East Main St. at 1:55 pm by Mrs. Quinn.
Wadsworth said Quinn told him he had swallowed a number of aspirin tablets and two prescription drugs
Wadsworth said the youth was conscious and appeared to know what he was talking about.
Quinn was treated at the hospital and left between 6 and 7 p.m.
Herkimer County Coroner Applegate said last night that Quinn died from smoke inhalation..
Wadsworth said police were investigating the death, which occured slightly before 9 Tuesday night, as an apparent suicide.
Quinn's body was found in his bedroom in his mother's burning apartment on Main Street.

SKY DIVER - A-2C Richard F, Swain, with the Air Police at Geiger AFB, Spokane, Wash., recently made his first jump as a member of the Spokane Sky Divers, an organization of flyers and parachutists who improve themselves in the art of jumping from a plane and soaring in the air for a limited amount of time without pulling the D ring of their chute. Son of Mr. and Mrs. Francis Swain, Verona RD 1, he is also a member of the SAC Aero Club and has earned his pilot's license with well over 100 hours of flying time. A graduate of VVS, he was active in the Civil Air Patrol before enlisting in 1958

Miss Joan Marlyce Swain became the bride of Harley Barringer at 1 p. m. Saturday, Jan. 11, in the Wesleyan Methodist Church with the Rev. Edwin Macumber officiating at the double ring ceremony.
Mrs. Florence Hoxie was organist. The bride is the daughter of Mr. and Mrs. Francis Swain, RD 1, Verona, and the bridegroom is the son of Mr. and Mrs. S. Wallace Barringer, Stittville.
Given in marriage by her father, the bride wore a floorlength lace gown with Sabrina neckline, long pointed sleeves, butterfly bow at the back and scalloped hem extending into a chapel train. Sequin and pearl embroidery accented the gown. Her four-tiered waist-length veil fell from a tiara of pearls and sequins. She carried a Bible covered with white mums, carnations and ivy.
Susan Michelle Swain, sister of the bride, was flower girl and Bobby Barringer, brother of the bridegroom, was ring bearer.
The honor attendant wore an emerald green floor - length gown with scooped neckline and three-quarter length sleeves. The full skirt was accented with a back panel and rose. A matching crown held her face veil and she carried a colonial bouquet of white mums and green carnations.
The bridesmaids wore similar gowns in American Beauty and carried colonial bouquets of white mums and pink carnations. The flower girl was dressed identically to the maid of honor. She carried a basket of white mums.
Joseph Smith, Westernville. was best man. Serving as ushers were William and Robert Swain, Verona, brothers, of the bride, and Garry Barringer, Stittville, brother of the bridegroom.
Following the ceremony, a reception was held in the church parlors.
The bride is a graduate of Vernon - Verona - Sherrill Central School and has served in the Air Force. She has been employed at Carter's Nursing Home, Oneida. Her husband is a graduate of Boonville High School and attended Cornell University. He is assistant manager of the GLF in Poland.
Mr. and Mrs. Barringer are making their home in Newport.

Robert Louis Swain Sr. June 3, 2008
LOWVILLE — Robert Louis Swain, Sr., 60, died at his home on the Hodge Road on Tuesday, June 3, 2008.
A private military graveside service was held at the Beaches Bridge Cemetery with Rev. Christopher J. Looby, parochial vicar of St. Peter’s Catholic Church officiating. Arrangements are with the Sundquist Funeral Home.
Born December 26, 1947, in Rome, NY, a son of the late Francis and Vivian Finch Swain, Mr. Swain attended the Vernon-Verona-Sherrill Central School. On April 18, 1970, he was married to Jean M. Shumway at St. Mary’s Catholic Church in Glenfield, NY with Rev. Albert Salmon, officiating. Mr. Swain served with the United States Navy aboard the USS Stickel and during Desert Storm served with the National Guard with the 145th Maintenance Co. unit based at Fort Drum, NY. He was the recipient of the Army Commendation Medal for radio repair during Desert Storm. Mr. Swain worked for Fort Drum at the Range Division as an electrician and had been recognized with numerous awards for his innovative improvements at the range.
Mr. Swain was an avid fisherman and enjoyed camping. He also was a computer enthusiast and Boy Scout Leader.
In addition to his wife, Jean of Lowville, Mr. Swain is survived by two sons and daughters-in-law, Robert and Dawn Swain, Jr. of Lowville and Petty Officer, 2nd Class, John Swain and his wife, Yoshie stationed at Camp Pendleton, CA with 1st Battalion 4th Marines; two brothers and a sister-in-law, Richard and Patricia of CA and William Swain of Rome; two sisters and brothers-in-law, Joan and Harland Barringer of Ava and Susan and Gary Holmes of Rome; five grandchildren, Robert, Francis, Lillian, Alisa, Ryina and several nieces and nephews.

The ceremony was held in the Congregational Church at Howells with the Rev. Stewart Stiles officiating. Miss Carolyn Gruber was organist.
Escorted by her father, the bride wore a white chiffon velvet gown with Empire waistline, squared neckline, long fitted sleeves trimmed with maribou, and a shift skirt with inverted pleats forming a front panel. A Watteau train had satin edging.
A headpiece of maribou centered with a spray of aurora borealis crystals held her long veil and she carried a bouquet of white poinsettias, ivy and hollyberries.
Miss Janet Ames, Middletown, was maid of honor, and bridesmaids were Mrs. James Noviski, Goshen: Mrs. Michael L. Kurdyla. Hampton, and Miss Cheryl Tyksinski. Rome. Sandra Noviski, Goshen, was flower girl, and Allen Zogbhy, Middletown, was ring bearer.
Henry Siers III. Howells, the bridegroom's brother, was best man, and ushers were Herbert G. Glass. Bullville; James Williams, Miniietouka, Minn., and Edward Hannan, Kerhonkson, N.Y.
Following a reception at the 211 Club in Middletown, the couple honeymooned in Massachusetts. They will reside in Albany, where he is physics teacher at Albany Academy for Boys. He was graduated from Union College. Mrs. Siers was graduated from Orange County Community College.
